What can be done to stop or reduce the number of mass shootings that have become so frequent in America?

"New laws with restrictions provide a false sense of security, and create more victims. How many existing laws did the Newtown shooter violate? At least a half dozen. People like that do not obey the laws. In some areas, teachers with CCL and additional training are permitted to carry in class. Calling 911 only gives a perp a lead time of 6-8 minutes to do more damage."
